Hire an assistant from India for SEO help

I came across the Freelancer website and was wondering if anybody else has used that site before? Also, I am desperately looking for a virtual assistant to help me on my SEO. I heard hiring someone from India is the best bet because they are the cheapest and they know what they are doing. Anyone have any advice? Or a virtual assistant that you have used before and know they are good at what they do?
