High CTR But Conversions Flat

What i know by seeing this situation is that you are running ads in a broad audience, and you should change it to interest-based to target people who have potential it may increase your Price buy you would hopefully get orders and sales
 
If you had conversions before but now customers are only showing interest without buying, you should update your creatives, create lookalike audiences based on engaged users, and add promotions to boost conversions. If conversions still don’t come in, consider refreshing your fanpage content with more attractive offers.

been running ads for 2 years,
i think this last 4-6 month the result is kinda bad
i run gambling ads on fb, CPA is higher than ever
even im suspecting someone using bot/tools just to register

Turn off the campaign that is costing money
If there are duplicates, rerun the priority purchase from the beginning
Use only 1–2 adsets, 2–3 ads to relearn the pixel
