There is a two-way to get highly authoritative Websites
1. You can check in SEO - link building section and find lots of authority seller thread. Don't buy without checking whether the article is indexed or not.
2. Manual outreach is the best way if you have enough time to work on it.

I agree, Manual outreach is one of the best methods to get links from real high authority sites. If you feel difficult then outsource it with the marketplace sellers.

There are also tonnes of sites you can register and create links of your own, for free. While lots of services might hit these, if you spend a bit of time polishing your profile and gaining internal links (by eg following/liking/commenting on other folk's content) you can leach more trust and authority from the host site
