The websites are in English, but the good part is that you can still get the backlink. There are web 2.0's and article submission sites where you can create content in your desired language.
 
I have multiple sites to build backlinks on using the links here. I will use 1 email for each website but my question is, is it okay to build multiple accounts and links on just 1 computer? Is proxy a must on this approach?

Proxy is not needed. You can safely build links from 1 computer.
