Hey how do i start out With Fb Ads ?

I think you should start with a low budget and then consider the effectiveness, then gradually increase the budget. In the market, especially forums, there are many sellers, you can contact them, or you can also find agencies that rent out advertising accounts.

in the past the ids had really good spending history.but in the present time not really.fb changed the policy and you just need to warm up the ids before starting the main campaign and use cloaked links for your website

If we start advertising on MGID or PropellerAds, is it safe to linke the ad directly to the website?
If not, dose linking it to a Telegram channel with 500 users has any advantage over linking to a landing page?

Choose good accounts and test them before starting work.
 
Running FB ads for IPTVis 100% doable -but you need to treat it like a gray campaign with strong hygiene if you want to stay live for more than a few days.
 
Use a warmed agency or old BM account to reduce the risk of being banned.Always need an account with spending history, it has more trust for fb
