I have a project in Slovakia with a domain .sk with Slovak language..

Now let's say I would build links on domains like .com and in different language.. Would that still help me?

I have tried, but haven't had much success with it. Maybe the links were bad. But the national links have proven to give a much better boost in rankings for me.

But if you could get a strong link from Forbes or something like that, I am sure it packs a lot of value.

Yes it will help to improve domain rating but if you need to focus on local KW's you have to get backlinks via local language website it would be better

Forbes link is best but it can be expensive so it depends on niche competition, Owner/Seo person need to decide they really need Forbes link or they can manage with other links
