Help with seo advice

I want to improve the website's Page rank, this site doesn't have any backlinks or citations.
What would you advice as the best strategy to increase the sites ranking and at the same time not getting penalized by Google?

page rank is dead. Where have you been? That factor has been dropped by google. To increase your ranks you need backlinks. Things working right now are PBNs, web 20s and guest posts.

Page Rank has been dead for quite some time. The best available metrics to use now are Majestic's Trust Flow and Moz's Domain Authority.

As rivered said above, PR is dead for some time now, and the new metrics are TF, CF and DA (Trust flow, citation flow, and domain authority).

start commenting on blogs and writing guest post....this will help to build the authority of your website and which will help in increasing your blog ranking in search engines...!!!

Shit happens. Forgot to add that new metrics are trust flow and domain authority as mentioned above. Although no one knows if Google takes these into consideration or not, but SEOers and webmasters use these as there are no other metrics to study the quality of the backlinks or domains.

So I should focus on geting quality backlinks as a way to increase my TF, CF & DA.
The website has over 10000 articles/content, I just don't know where I should start

If I were you I would start building links to my article or content page which brings in most traffic. I mean it already has traffic so it won't look suspicious that it has backlinks, and there is a chance that it could rank higher and bring more traffic from long tail keywords and stuff. But it depends on niche etc. How unique those articles are, their quality and other metrics like visit duration, bounce rate and number of pages per visitor.

Link hustling – Wherever your brand or website is mentioned in other websites, you can ask them to link to yours.
