Help with email marketing

I need help, is there an easier and more practical method to send high volume email marketing? I would say more than 3 million (ps: I bought these leads) I was already using a platform but I was blocked, they provided the domain already warmed up and the sending rate was 100% and the open rate, oddly enough, was 40 %, I was reading about how to create my own server but my knowledge is limited, what do you recommend to keep this amount of emails open and send emails without problems in a practical and easy way?

It's not that easy to properly setup in-house SMTP and your count is like 3 millions no hosting provider will really risk their ASN health for your couple of $$ , Try to know more about rotational setup like multiple SMTP's and Domain's
