Help with booking service

I'm planning on becoming an affiliate for local travel destinations. I'm stuck trying to figure out how I would set something like this up. I plan on visiting these businesses in person and discussing commission the only thing is I am confused on how to set up the booking system. Would the tourists book and pay through my site and then I would give the business owner the money and notify him about the guests? Or is there another way to arrange this? Also, what is a good booking system to use on my site?
