There are many reasons why your account got banned. First, in your adwords account if you got suspended for circumentive policy, it should have to do with your website, keyword and landing page. This has nothing to do with the account where you are using.
1) your landing page should look adwords suspicious.
2) the keywords you are doing are high risk keywords
3) you have violated their policies
No one knows exact reason why an account gets suspended for policies, as google will never answer. But this is my experience on circumventing the system.
I worked with an cryptocurrency campaign with an client, the website is good and also got approved in adwords, however before the campaign is created there was test campaign which ran for couple of days and it has nothing to do with account.
As soon as i created the campaign of the client and then ran it, i got suspended for circumventing system, even though i see that the campaign is approved and ads are approved. So i tested using another method with the same campaign.
Instead of working on an individual account, i have ran it on an business account, and i created a new domain and used a good landing page and just showed some tips in the new landing page and then cloaked it.
This time it worked, for couple of weeks, until adwords found it. But finally atleast i found out, it got resolved. Again adwords are reviewing campaigns now a days manually. They are manually visiting the website and having a look at it.
I checked with their ips and checked their manual visit as soon as we created campaign. This happened to me couple of months before. But i am working fine as of now.
So just experiment the same using different methods, you can get it working.

I wish to know if you can generate traffic on the landing pages Give you , We need to generate calls which are around $10 and can cater 450 calls per day . I am good with cloaking and all it is just I am not able to make new google accounts . Please suggest

@Sephrata Boss can you help me?. I have created 10 accounts so far that all accounts have been suspended with circumventing systems policy. I had a post in the forum some days ago where you were commenting and giving some guideline. I'm creating an account with those Gaudiness. But this time the ads was approved but the account was under review and after one day the account suspended with circumventing systems policy. I was running the ad with the Cloaking (JCI) .Where was my mistake here & What can i do .. please help me . Thanks Boos
I've done gambling ads for 2 years and been successful in most of them. However I also got banned accounts. In my experience, these are the questions you should ask before setting up a new account again.
-Were those 10 accounts under 1 MCC?
-Are you using the same network IP, website server IP and computer when setting up all those 10 accounts?
Those are the things Google tracks. 1 account suspended and all the associated accounts will be suspended as well. When we've done our campaigns, we used different agencies (of course with different computer IP, landing page website server IP, network IP and credit cards) Besides, you need to be creative with the keywords.
There are banned keywords that you should avoid in each country. You need to maximize the use of modifiers and negative keywords. Anything like misspellings could count as circumventing systems violations. That means you are fooling the system.
Goog. knows there are folks doing Gambling ads but it's only a matter of logic and creativity. The cloaking is actually the last part of the process. (our cloaker is special because it has an AI system something like machine learning process to keep the account running.)
