    Great question,

Sometimes it can be very obvious that a site is using a CMS and sometimes not. Even if a site is using a popular CMS, the developer could have modified it to the point where you cannot tell which CMS it is any more. Sometimes companies (especially larger ones) will have in-house or outside developers make custom CMS systems in which case you may not be able to tell.

This particular website does not give any tell-tale sign as to popular CMS's they may be using. They are however using windows server and asp.net framework so this could potentially be some version of SharePoint however I am not 100% sure of that.

There is a Firefox addon that allows you to see the applications in use on the websites you are visiting, it can be downloaded here, https://addons.mozilla.org/en-US/firefox/addon/10229 . Another tactic you can use is to copy and paste a small snippet of a website's CSS file into a search engine and see what forums pop up. Many CMS's have product specific forums and standardized CSS code that are used in zip files. You may have to try this a few times to get code that hasn't been modified unless you know what you are looking for.

Also, this tool analyzes websites and attempts to detect the platform on which they were built,

I hope this helps you, happy developing!
