You can add your campaign after 2 days of receiving impressions on dummy campaign.

Update:
It's been about 1 and a half days since I created the new ads accounts:
Dummy ad 1: Appealed, got accepted, running $2.6/day
Dummy ad 2: Running $1/day
Dummy ad 3: Running $2/day
Account 4 with old domain (suspended before for payment, no ad ran): Ran for 1 day then suspended, $1/day, clean landing page up not cloaked, clean keywords
Will keep updating with if I can get actual campaign running after adding it in 1-2 days more. Will start actual campaign at $15

I used an old email, from 2015 or so.
Update:
Added my niche to account that ran for 3 days, and it was starting on the fourth. After 5-10 minutes the account was suspended for 'suspicious payments'
When I added my niche, I added a completely new campaign, $15/day, $1 max cpc, advertised only in the city that I had the billing in.
Domain I added was bought 30 minutes prior to adding. It had a landing page up that I made myself, that is clean, never used before. Keywords have been used before.
I sent in an appeal, I will update if it gets accepted/denied.
*Keep in mind I'm trying to run a reloadable account which I will pay for once threshold is reached.

I also have big problems with being suspended for "suspicious payments" on all accounts.
I wonder what the system triggered to ban you, since you did everything that the system should not ban you...
Does the site include some old contacts like emails or phone number
How long did you Ru .the dummy ads
What's the bin for the card
Can you share the bin privately
With what I am seeing
Its either the keywords are against googles policy or they are still able to track you
Or your account creation process is just not good

My own campaign added 3 days after dummy ad.
Bin for card is very good, tier 1 bank, legitimate card, etc.
I think I found the issue. Keyword that I was using was also in the ad text. I stopped adding the keyword to the ad text and now I'm not getting instant bans (5-10 min after adding campaign). Will update if this one runs, it's currently in a billing review.
Also, Google tracking me through anything besides the ad text/keywords/cards used is IMPOSSIBLE, I say this because I have a strong background in computer forensics and IT. The way I'm setting up the ads/making the accounts is a way where Google cannot tell it is me personally, only by ad text/keywords.

Update: Account still in review after 36 hours of adding the campaign. Ad is approved but says
"This ad isn't showing now
"This ad isn't showing now
- We currently can't determine why your ad isn't showing. "
Keep it up
Two of my local account got suspended
Too
Many haven't been suspended though
But you will notice something
Adwords usually allow first domain with general or brick and mortar businesses to to work
For others,
You have this approved after a second
Then reviews
Then a bann

First day: Create account, create dummy campaign targeting amazon page, add payment with no delay at all - it gets approved too
Now i don't know what to do? I tried creating another campaign the next day targeting my weebly landing page, got suspended instantly.
I heard that just changing the final url of the approved dummy campaign works, has anyone tried this?
PS: My geo is not US

Get another account and go through the same process with your main domain
Main domain can still work even after 4 bans

Update: Account that I added campaign on for $15/day has been in billing review for the past 3-4 days. Will update if/when it runs. I don't see why it won't run.

Problem can be due to proxy as well.
Because these days G**gle is blacklisting almost all of the proxies/ commercial ips.
All of your other resources seems to be good it just that they don't want to accept proxies and vcc's anymore but if anyone have any news please update here.
