I tried to open a US Paypal account a long time ago; they asked me for my social security number.
I'm not sure if this is the case today, but you will need a VPN and a phone number to Verify your account.
For the phone number, I use the textplus app, it costs peanuts, and you get to save the phone number if you pay few cents.
VPN and phone is a must, but they usually ask for socials now too especially if you are trying from VPN (?), although tbh PP has 38284924x more techs to filter you out....
and but please be advised that if PP detects (and it can) that you used a number like that previously they will instant ban you, and bye-bye funds
