[Help] need SMS provider, whatsapp bulk sender tool and voice call provider

Hi guys,
I hope you guys had a great weekend. I have more than 10K phone numbers in hands. Maybe they use what'sapp, maybe they don't use it. But we want to send about 1000 messages to them.
Can anyone recommend more SMS providers or Whatsapp bulk sender tools or voice call providers?
Voice call provider, that means, some providers can help me take phone call to people.

Hey, im looking too for sending free sms , but not for attack. Does anyone has an idea , how i could send sms from my computer with text to phone number. The country is Bulgaria .

I dont think there is a free tool to send short messages to strange people, if yes, maybe only 10 messages per day or less than 10 messages per day for the limitation.

Yeah, that's my idea.. I don't need more than 2-3 messages to send.. But can't find nothing to work with .. ? Could u advise me ?
