Which ad networks had you tried ? Adsense generally pays the highest, did you try changing the ad placement or theme of the website to boost CTR. In case, you are not able to get good money with ad networks, you can try affiliate programs related to the products matching your website niche.

I have tried almost all of them. I had Adsense until they banned my account. Ad placements are above the fold so they are fine. Will that 3rd world traffic really pay via affiliate programs?
