what type account are you looking for? if facebook accounts then why aren't you able to create new one? you should explain, then we can help/suggest you
 
Are you trying to create a new different account or just trying to recover the same one? IF trying to recover the same one, best thing is contact FB first( if its your own account) and see if they can help you. Also, I think FB gives you an option for trusted contacts, they can also help you recover your account.
