Did you let it sit after creation?
You should wait a few days or a week with starting to follow/like, and in that time upload some pictures every day.
Maybe after 2-3 days you can start to follow 10-30 per day.

i agree with ^ you shouldnt start immediately...youre lucky you only got temp banned and not perma banned...
