Hey, this is the golden question. If it were that simple then everybody here would be millionaires.
Here is the closest I CAN answer this for you: Add "authority" to your site via quality links, add more (and better) content to your site, and increase your organic social presence. The exact "how" to this is up too fine to give advice.

if you are ranking decent and just not hitting the first page, you also need to look at on-page SEO. site structure does matter and ensure your content is there as well. The little things sometimes help make a difference on getting the first page vs just another site with links.
I agree, a simple page title change could help get you on page one.

ASAP gave you the best advice. I would also add to make sure to have the PBN links use your primary keywords and all the other links to "dilute" your keyword ratios.

You should have your own PBN and get full control of your links. Then you can use it for more than one site

More content is not always the perfect solution. Poor quality content may bring more harm than good.
As what the previous experts have said, PBN and Web 2.0s are your best friends for this.
