MC999 NOTICE could you mean you are listing beyond your selling limit - is your account new?
MC999 EBI NOTICE is due to non-payment of ebay seller fees - or your automatic payment method for paying the fees has been removed - did you have pending ebay seller fees not yet paid?

If there are no other issues, once you pay the ebay seller fees the account will be restored immediately.

There's no secret method. Just create or operate your accounts just like a 'normal' user would do.

My account was suspended 1st may too, and they don't want to reactivate it. Trust me, I wasn't scamming anyone
The main problem is that I wasn't providing tracking code to customers, I think.
So, now, I'll make a new one, should I change the Paypal account too? VAT number still the same, is that a problem?

Don't reuse the VAT number. It's easily can be linked to your previous suspended account.
Go stealth instead.

I do sell stuff on eBay.
If you have a strong buyer account, which means that you need to spend money on eBay, they won't touch your account in such a "minor" the issue.
I have an eBay account for a long time now, every time they approach me their representative copy-paste a long monolog of how much they are happy to have me on the platform, afterward, they type their message.

How is it that possible? VAT it's unique per person in my country and that's impossible to change. I've tried to google stealth account but I find only a bunch of fgurus trying to sell holy grail.
