(Help) Amazon affiliate question: Expert advise needed

Hi guys, I am from India and I have Amazon India affiliate account which is doing great. Since I am from India, my domain is .in and ranking good in my niche..

My Question here is:
1. I want to start Amazon USA affiliate account now, can I use the same email address name and bank details for USA Amazon account or create a complete new account?
2. If I create a complete new account, will they be able to track my Indian account and then ban both of them.
3. Is one user allowed to create multiple accounts on Amazon affiliate like for India, UK, USA, Japan etc?
4. I am registering the domain and want that to rank for USA audience, can I do that from india, is there anything in webmaster where I have to notify Google about my target audience country?
