Profile links are a form of Forum Backlink... Don't do that though man... whoever told you that obviously doesn't know that Profile Backlinks are nowhere NEAR as effective as they used to be after that last Panda update... You're better off investing your time and money somewhere else my friend... :3

They are talking about forum profiles. Plenty of folks offering to do it in the services section of this site for very little money. In my opinion it's easier to outsource something like that.

TBH, as a beginner I wouldn't be doing SEO at all. Hit social networks with CPA and content lockers to get the money (this money will eventually fuel your SEO projects).
Panda is a recent update by Google. Basically, Google looks for quality backlinks instead of quantity.

I'm going to disagree with that just a bit... a lot of forum links are exactly what you say - not effective - but there are still forum profile links that have weight and should be a part of your SEO infrastructure.
A variety of backlinks is best for off site SEO.
