If you have a client that wants a new''Roofing website ''for his local area /city, is it best to find aged domain or expired domain and set up the main website and then build PBN's for the main website ?

Or start on new fresh domain and then build the PBN's / PBN links to it ?
 
doesn't your client have his own company / brand? He should already have a brand, so he should find a domain name that's at least slightly relevant to its brand, no matter if it's fresh or expired domain.

Of course, expired / aged domains tend to perform better, but you need to find a good one, and that's tricky if you're a newbie.

EMDs would also work well, even though I'd still prefer a short, branded domain if available...

Regarding PBN links.... you can (and probably should) get them, but don't have only PBNs, that's not natural. Get other types of links simultaneously, otherwise you might be caught by google for link building as no legitimate website in the world only has PBN links...
