Having trouble pushing down a photo

I've been working on an ORM project for a client who got arrested. The SERPs are starting to move-I have pushed down the results from 2 mugshot sites that were #1 and 2 down to 6 and none on the first page. What I am having trouble with is there is a mugshot from mugshotsnow.com that is not moving from the #1 spot in Google images. I have captions, descriptions, and alt tags on each photo using my clients name. Any help/advice would be appreciated.

I would suggest continuing in what you're doing. You've obviously had some success already!

Take a look at a bunch of random names and look at the images. What are the top 10 URLs ranking for each name? Do you see any patterns? Can you create content and publish images on those sites?
