Yes it's the new Rich Media Ads, i have a custom wordpress plugin that does all this and more.

I have noticed these ads popping up everywhere lately. I didn't realize they were Google ads. I thought they were Undertone ads since they seem to have taken over a ton of sites lately. Let's see how this increases revenues!
