I was already approved already for the account. I cant find where it says to upload your id anywhere. That might be only for a business account.

After they approved your account, the issuing of the card can take upto 1-2 BUSINESS days. I wouldn't worry much just yet, the card will be issued tomorrow or Tuesday at latest, they're in EST. If you don't receive their email about this until Wednesday, you should contact their support, but until that you're just wasting your and their time too.
Uploading your ID/passport isn't a requirement anymore to be able to get and use the card, it's only needed for the US Payment Service.
That sounds frightening. I'm now questioning if it's safe to use payoneer..
I think you should tell us who and how loaded your card before we can answer. Was it legit source and how much did you get? Was that your first payment?
