Anything from guest blogs to proper blog comments.
When I go through 80-90% of my customers link profiles they mostly lack proper "standing out" links from good sources. Everythign seems to be familiar and best links are barely medium quality purchased profiles or web 2.0s
10 unique and authority links can do a lot good to SEO.

Actually this method is much cheaper than BH if being done by yourself.
The only cost will be your time and you can see good results in 3-4 months.
The thing is that with BH you are risking your income flow - you cannot be 100% sure the next penalty wont hit you in a way that you wont be able to recover and reinvest money properly. With White Hat/Secure methods you have much more stability.

No, I mean dont use SB in tier 2. Use it for tier 3.

No, I wouldnt go as far. Its simply that if you want domain to be WH - go WH from beginning. Dont skip here and there hoping for best.

It means use medium quality for 2nd tier - dont use Senuke etc for 1st tier.
