Hey bud I read about it some time ago and I am still trying to find it. I never did bookmark the site. I remember researching about Reddit posts and Tweets that gets lots of engagement. With this engagement Google indexes the link faster that was shared on the Tweet itself or Reddit post.

The technique I use is to post the link on Reddit and purchase upvotes. The other method is to post the link on Twitter and then purchase retweets and favorites. Works like a charm every time bro

You can upload as many pdfs as you desire and there are still plenty of government sites and edu sites dear. Remember this dear, countries worldwide have edu sites and gov sites. Google still rank those sites high in their respective countries just like they do tier one countries like the U.S.

I indexed my pdf within 24 hours, I posted on social media and spied on competitors' backlinks, but it is not ranking when I search for the keyword, I wonder why so!

Sharing your failure is a nice thing, it will prevent others to make the same mistakes, that's amazing from you!
 
letting others know what u did wrong is good to prevent others from doing it nice job
