This method works for any kind of backlink.
But remember to use a blogsite at least one week old and indexed.
Also remove the links from blogposts after pdfs indexed.
If you want to index your blog post which include links for pdfs fast, just do the followings.
Test speed with page speed insight
Do google mobility test
Do google developer test

Go back to school.
If you fail at getting a blogspot indexing using google console it is on you.
I would check the content you post there.

Lol, what do you mean by go back to school, I've been using blogspot to index my links before, Google had issue with indexing links starting from September 1st and they admitted it, even link indexing services stopped working, I think they're already fixing it, or maybe they already did, I haven't checked

Just because your blogspot didn't index it doesn't mean it's not working.

Google is taking a while to index websites nowadays, you have to be more patient. After a week just re-add to GSC.

Well, you got me wrong, I mean if you can't index the blog, then can't your links. And you can't even use the method to index thousands of links except if you have a way to automate it, the people that uses the PDF method don't just upload one PDF, they upload and index hundreds of them hoping one will definitely rank, and you should know they will definitely not be using the blogspot method to index

Well, people complaining about find EDU sites to upload files that sticks as ur on that post.
But there are cheap EDU/GOV article links besides PDFs
This method can be useful with them too.
