I suggest none of those. Make your own way and find a way to rank without paying enormous amounts of money for useless things - take my advice and run.

Till then just build manual/automated backlinks to your website to increase its authority (it's easier to do outreach with an authority domain)

Guestpost would be the right choice because the cost is likely the same as both. And guest post have a lower risk.

Having your own PBN is probably even more expensive than guest posting as you'll have to host them in different locations, pay additionally for whois data hiding and all sorts of other fees that come with hiding any footprints. Not to mention building up the authority of those pbn sites, that takes time and money and is a good idea but I'd recommend doing so a little further down the road.

It is a matter of risk appetite and time.
It takes time to manage a PBN network, but once a guest post is done, that's it, you do not need to worry about it (except maybe checking that the link stays).
In general you can mix it, depending on your time, budget, risk tolerance, and niche. You can start by getting a few PBN to get a taste of it.

Guest posts to begin with. But once you have your income flowing in, invest in your own network. If you set your pbn sites up as money sites, and take precautions, you should be fine.

Guest posts are the best choice... Own PBNs are also good but they require great amount of time and effort.
