How would you go about doing or buying guest posts for a local roofing lead website?

Should i message all the other local business and ask if i can buy a link? Or can i buy from any site that offers paid links?

I’m personally doing a mixture of citations, guest posts from local sites and guest posts from other (non local) sites.
 
Getting local links is harder then regular link building. Getting local links is preferred as it will signal to Google that you are trying to rank in that location.

Some creative ways include sponsorships, meetups and scholarships. Moz has a good article on local link building here.

Another option that may work for you is something I have done in the past.

Find local sites that the domain has expired that have links from other local sites. News sites linking to expired domains is the sort of thing I am talking about.

You'll need to PBN up the domain of course but it is a viable alternative if you are set on some local guest posting and not having success finding availability there.

Guest Posting is a great tool to get your web-page traffic and Google rankings upwards.
Try e-mailing to the bloggers of your topic, on how much content is required and the number of backlinks required to your site.
 
If you finesse it right, doing outreach to local sites can net you some screamin' deals on links and potentially some new SEO clients in the process. All in how you word your pitch ;)
