Assuming that everything else is equal, getting a niche-relevant link is definitely better,
And the thing is, it's not always the case, you must go for the link as long as it's clean, and has a considerably good value/price,
There's plenty of other stuff to check for, it's not white & black, you have to inspect the website properly and make an approximate quote for yourself

Niche guest post is usually better, coz link comes from site related to your topic.
Google see it more relevant and pass more value.
General guest post can still help, but power is less if not same niche. Best is mix of both, but focus more on niche relevant ones.
