I've been using it for some time with very good results. Xevil , Scrapebox , GSA SER , etc all are just up to dated great automation tools. You can just automate what you are going to do manual so yes it can be used for tier 1. Checkout dark net youtube channel for GSA along case studies. There are lot.

Big no for public proxies.
Use private proxies for everything. Yes you can use GSA for first tiers. Just make sure to use high quality link list . myself i am using ser verified lists and gsalinklist both are great and both contains high quality targets for money site. But you also need emails and quality content for GSA. Never blast it with hundres of links. Just go slowly with contextual links. Uncheck exploits , indexers , trackbacks and rest are good to go.
uncheck all search engines and use a link list as you need a good positive start

When things come to proxies go with private proxies. Some link list providers even have mentioned which proxies to use and i would suggest you to go with them if you are using a link list. That way you can get max out of the link list. raybyte , buyproxies are currently i am subbed on. I am using ser verified lists , serlinks for higher tiers and for KS (kitchen sink) i use both of them plus gsalinklist. There is nothing special or important to use specific link list seller for tier 1 as all of them i mentioned support higher tiers. No matter what link you chooses always make sure to uncheck platforms like indexers , track backs and explolits.

I am also on ser links and just asked discount on ser verified lists again. It's always good to use a few lists at a time whenever possible. I know there is an overlap even that the percentage is worth as GSA is now very lazy about scraping

SER has been selling well for over 10 years, and still has new features added and new services such as a web2.0 addon coming out. Look for their thread in the market place for a discount
