Retention Panel claims to have no accounts banned and I actually had one video monetized when I first used this service. I got no strikes or no warnings. I would just keep the views to the level where YouTube won't be suspicious. Im pretty sure it watches the ads but I'd turn off monetization when the service is active and turn it back on once you get about 80-90% of your views from retention panel.
