I turn my monetization off as im trying to get natural subs and views and plan to turn monetization back on when I get a steady flow of organic traffic on my videos. Retention Panel claims to have no accounts banned and I actually had one video monetized when I first used this service. I got no strikes or no warnings. I would just keep the views to the level where YouTube won't be suspicious. Im pretty sure it watches the ads but I'd turn off monetization when the service is active and turn it back on once you get about 80-90% of your views from retention panel.
Say if you usually get 400 views per video and you buy 50,000 views for a video you make that's not as optimized and have low traffic keywords then YouTube will have raised suspicions. If you are pretty new, I would dripfeed the views so your channel won't get banned.
