I have been hunting around the threads but I cant seem to find what I am looking for.

1) Is there a list of .gov & .edu sites that allow posting/backlinking

2) How I can find the possible sites to make my own list

I am not worried about the PR of the target sites

go to google and type this in "site:.edu OR site:.gov + "keyword" + "leave a comment"

Is .gov or .edu worth for themed websites or also effective for irrelevant site?
