how did you receive that paypal balance? someone paid you? or did you add funds with bank transfer/deposit?
if you got paid to that account that resulted in paypal balance, you can ask the guy that paid you to open a dispute with paypal to refund him, or call his bank to open a chargeback and then make that customer pay you in other paypal account or in another way.
