I might be wrong but if you do that doesnt your paypal balance become negative and then paypal claims you owe them money?

The charge back is passed on to the seller so their account will be debited. It should only be used as a last resort and for genuine reasons.

What is a chargeback?

A chargeback occurs when a buyer asks their card issuer to remove a charge from their card statement. The card issuer will ask the buyer to provide an explanation about why they are disputing the charge.

Two common reasons for reversals or chargebacks are:

A buyer's credit card number is stolen and used fraudulently

A buyer makes a purchase, but believes that the seller failed to fulfil their side of the agreement (e.g. did not post the item, posted an item that was very different from the seller's description, or the item was damaged when the buyer received it).
How does PayPal notify a seller when a chargeback has been issued against them?

When PayPal is notified that a buyer has filed a chargeback against a seller, PayPal immediately emails the seller. Then, the seller can log in to their PayPal account and go to the Resolution Centre to monitor the status of the case and provide information to help resolve the matter.

How can a seller recover funds when a chargeback occurs?

When a chargeback occurs, the money that is subject to the chargeback is deducted from PayPal's bank account. In turn, PayPal places a temporary hold on the same amount in the seller's PayPal balance (i.e. the funds are frozen).

The seller and PayPal can work together to dispute the chargeback with the buyer's credit card company. While the chargeback is being disputed, PayPal will debit the seller for the amount in question. If PayPal and the seller ultimately win the chargeback dispute, the credit card company will reimburse PayPal for the chargeback and PayPal will transfer the recovered funds back to the seller. Depending on the credit card company involved, the process may take up to 75 days. In a dispute over a chargeback, the decision is ultimately made by the credit card company and PayPal cannot control the outcome.

Because this is happened not only once, how about BHW moderators trying to contact Paypal directly. I think with the credibility of BHW, Paypal will give more attention. Maybe

Had $100 in my account, wake up this morning and I am -$266.82...
Looks like someone I did work for had a fraudulent account and I end up losing $350.
When I spoke with the guy, (AIM - OneShotEddy), he tells me gaypal put a freeze on his account.

The bad thing is, all I use is gaypal, for the past 6 yrs I never had an issue with them. I just moved so I dont
have a bank account set up so everything I had was in there. So now not only is
my family without any money I owe them $266 until I see a positive balance. I tried calling them on it
and they just tell me, there is nothing I can do because web design isnt covered under seller protection.

Thanks Gaypal for taking food from my family. I really appreciate it.

Xplicit, you should have known that robbing someone else's food will get your own family's food robbed...

I feel very sorry for your family, especially for your mom who has to see these days possibly because of you...

Now having seen how you are ill-treating good people's money, I think that other thread could well be a (sad) marketing tactic to get more clients rather than be a case of you being scammed by someone else. You see, many times, people do fall for sob stories (and then offer gracious help so that the "sobber" can smile again)...

So I got robbed $800 by Xplicit. Here's the story -

Xplicit, we spoke on the phone on April 4 at 1:53PM. I've told you that I wanted a fully redesigned website instead of what we spoke for earlier which was just a revamp. Then I told you that that I needed to confirm this with my partner which I did and I got his approval. Later that night, I went online and yes, planned out the project and it was a set agreement, brand new website, $800.
It was getting late and he said his wife was watching a movie alone and he didn't want to leave her alone so he said he will talk to me tomorrow, 9AM EST. That night, my partner called me and basically bailed out on me. Next morning, I waited for xplicit to show up online. I waited for 4 hours. No sign of him. I called him, his mom picked up and handed the phone to David (xplicit). I asked him "hey I don't see you online..." and he started blowing off on me. He said "don't ever call me like that again, I'm not going to treat you like a pedestal." How would you feel if you paid someone $800 for a website design and that person says he will meet you online the next day at a specific time and he's no where to be found. So of course I called him. Next thing, he tells me "take your money, I don't want to do business with you." So I said okay. Please return my money. He said in 30 days and he hung op on me. I didn't call back because I know he's going to keep going at me again so I emailed him and asked him to refund my money. At this point, I was heated as anyone would but I kept my ground and stayed cool. Next day I see him online, and I instant messaged him. I asked please return my money. He kept saying, please refer to our phone conversation. I asked again please return my money. and again "please refer to our phone conversation".
So I said, "karmas a bitch and it will bite you back in the ass" and I left.

I didn't want to deal directly with David anymore because I know he's not going to return my money with the way he's going. So I filed a dispute knowing chances are I won't get my money back since paypal doesn't cover web design services. I got an email today from paypal and it was rejected. Here's what it said:

What proof of verification??? So I asked a friend of mines who is very familiar with paypal and he said David sent paypal a "tracking number" stating that he did delivered the service....What a bunch of BS... Smart move.


Well in all, I am writing this because I am disappointed at David for not returning my money... and lied to Paypal...

Of course I was the idiot as well who paid the full amount. I learned my lesson and I will not trust everyone on this forum who has a good rep.

I am mad at myself and hope you guys can learn from this. I know my reputation on this forum is rather weak with only a few post so I'm not trusted or credible. I am new in internet marketing a complete noob so I asked david to design my website.

i really wonder why you did not get your money back.. how the hell did he provide tracking proof? when it was service? im just curious.. cause as far as i know..

PAYPAL will side you cause you are the buyer..

If that's the case, that guy should be PERMANENTLY BANNED.
He was banned before that and I PMed a mod to ask whether is it permanent or temporary. The mod told me that it was permanent, but I was surprised when he make his comeback. All I did was wishing he has learnt his lesson and will be more polite towards other BHW members... never did I expect he would pull this tactic again.

He should be banned permanently. A leopard can't change its spots.
Kudos to the mods for taking a swift action against him.

When he was a mod (in Nov., 2010), he had written a rude comment in response to one of the thread I has commented on. I then PMed him (in very polite words, of course) that I was surprised and shocked to see such a rude comment by a then-active Moderator (him), to which he had a rude reply in response:

Well, he could well have used softer and nicer words instead of putting that so unkindly.


I felt dejected then that he didn't view his comment (as an active moderator) on the said thread was directly inducing other members to flame me more after that. As a Mod at that time, he could have moderated or even deleted my post instead of unnecessarily adding fuel to fire, but he chose to be rude in the comment as well as in the following reply in the PM.

I guess he was and always will remain a over-the-limit head-strong and extremely rude person who will only have self-interest and disrespect towards others as his sole priority.


I sincerely hope that OP gets justice from PP and PP will reconsider his application for a refund at the earliest.

Lesson I've learned the hard way:

Never pay in full for digital goods (in advanced) and never do business with someone who can't afford nor can't be reached to be sued.
I also learned not to do DIRECT $XXX(X) deals on forums since it's a kinda black market.

Best will be to USE the BST threads, but use them with brains.
When you pull a $800 job you take the seller to oDesk and pay him on an hourly basis with hours limit. This way you can easily TRACK progress and oDesk in contrast to PayPal are used to deal with scammers. Not to mention you don't pay for mediators schemes and you never pay for undelivered work and MOREOVER - In case you see the progress is generally crap (Bad design, or poor quality service), you stop it on $100 which is fairly a good deal.

Yes, it may cost you 10% extra, but it's way better to pay $880 rather than losing $800 or chasing an anonymous forum user for your money back.

If you close a $XXX deal and the seller won't agree to use a 3rd party like oDesk then you are dealing with a scammer. Regardless of any REP, post count or account age.

Most important - People bash PayPal consistently. You need to understand what paypal is and what it is not. Paypal is a payment processor and not your scamming solver. They don't care whether you got fucked for $10,000 or not. Good judgment is purely up to you.

I hate scammers with every bone of my body but it is extra sad when it is a long time member.

I told him forget it

then he starts abusing me and threatening to get me banned

saying with his rep - he can do business how he sees fit


needless to say - I said forget it - thats not how it works online.

now I see this and what do you know - scam city.
