That's not true at all. It was all over the news a few months ago that Bell and Rodgers have started charging $2 per GB. The tiered pricing plan just hasn't rolled out countrywide yet. The CRTC ruled in favor of the ISPs allowing bandwidth usage meter nearly a year ago now.

Keep in mind that scrapebox harvested proxies can still reveal your real ip, since they are not all by default anonymous proxies.

I'm from Portugal and my ISP limited my connection to 100KB after 550GB of bandwidth usage, the problem is that they sell it as an "unlimited" service which is bullshit.

Would it make a difference if someone used a VPN? Would proxies still be needed?

Yes, proxies are still required in order to avoid getting complaints to your VPS provider.

The advantages of a server or VPS are:

- you get the equivalent of a separate computer running 24/7 doing your spamming;

- your VPS provider's pipe is going to be faster than your home connection;

- it provides a buffer between the complaints and yourself; it's much easier to find a new VPS provider than it is to switch ISPs for your home connection. It's also a small amount of legal protection.

Edit: I just noticed you said VPN, not VPS. In this case, the VPN would take the place of a proxy so proxies are strictly required. However, you can still get complaints to your VPN provider, and if your VPN only provides one IP then it's easy for you to get blocked by anti spam services eg. akismet. Using a large number of proxies is still the preferred method.
