Paying per GB is absurd.
Glad I live in Canada where they've blocked that sort of shit.. At least for the time being...
That's not true at all. It was all over the news a few months ago that Bell and Rodgers have started charging $2 per GB. The tiered pricing plan just hasn't rolled out countrywide yet. The CRTC ruled in favor of the ISPs allowing bandwidth usage meter nearly a year ago now.
