I could see this eventually being the case, but even then- quality links kind of backs up your content in a way but I do try to get goodone blog posts on my site because besides for Google, when a visitor lands on a site I'd bet having impressive looking content can make a difference in your websites percieved value to them.
 
@spectrejoe I don't think it's wise to risk your money with churn and burn model. Like everything else, great changes are introduced over time. Yes, it's slow but I hope you've noticed the small changes since 2013. If you've been tracking Google you cannot miss it.
