Google Webmaster disavowing link question.

Hi, I recently had question in mind abot GWT, searched google, never got suitable answer, yet never asked here for some reason.
Can I disavow the links not shown on GWT dashboard link section?
More details:
-Links are appearing in ahrefs and serpstat
-Spammy links everyday, i am a fool
-I have list if those bad links
-Now is it reversible, can those links be completely removed
-Only 19 links have appeared till now on GWT
-Idk what is the appropriate solutin, so seeking here for an answer on that.
