Yeah video is hard to understand, But I have read TEXT version and understood what you mean.
So basically, you create semantic cores and create satellite sites (PBNs) which amplify rankings of each other based on Semantic relevance score and Trust (aka Pagerank).
Semantic relevance boost your rank and after you rank higher with 1st PBN, it automatically boost 2nd PBN and it works till both get high as possible. So big G gives you boost for linking to relevant website and that relavant website get your Trust and also receives boost from big G.
This is how Wikipedia basically works and that why links from wikipedia gives the boost for linked site and wikipedia itself.
Scheme is simple in what you tell:

It will work for any niche. I will try speak with the author and see how he get semantic core because that information is basically classified. It's not that you can just take related keywords or LSI, those will not work as real semantic core.

No it's not related to these things. Google know what users search, for example if I search for "loan" and then just after that "quick loan" and then just after that "payday loan", then google could make such 3d graph of the keyword connections. They follow people behavior and use it for creation of such graph. If you know this graph, you can make perfectly optimized website. But google will not tell you, ever. This guy figured out how to get it.

He is explaining how you can make 2 PBNs which rank each other to the top and then you can use these PBNs to give link to your money site.
But the whole story and secret souce is in how he makes PBNs.
He is using semantic core (only advanced seo ppl will understand it). I have explained above how it works. I am also taking lessons from him today about how he get semantic core because Google will not show you it. But seems like he found a way to extract it. And when you have the real semantic core aka keywords list which only google knows, you can make 100% perfect on-page optimization, which also is the fundamental thing for PBNs to rank each other to the top.
The whole story is that you can spend around 50-80 USD for those 2 PBNs and they will work as a big network of classic PBNs, will be with same power. You see you can save tons of money here.
