Once thing I'd like to know tho is how they are going to differentiate what they call "intrusive interstitial" (like marketing offers) and "acceptable interstitial" (like legal obligation)

Some sites do go over the top imho, even some famous SEO blogs really piss me off with full page pop ups all the time and try to hide the X to close.
so I think this could be a good thing, for punters anyway.

Yes , from Adsense but I don't know consider a pop up or not. Those do Adsense one will know they got come out this to aid your adsense earning.
