Google Serach Engine Algo Differeance

Hello, guy hope you are doing well, Do you think USA Google search engine and India Google Search Engine have some difference.

Example - USA google.com Update their algorithm every year. But I don't think Google apply the same rule on other Country like INDIA. or apply the same algorithm after a couple of years In other counties' search engine.

I had analyzed couple of Indian Sites and noticed there is no relevancy backlinks, but still website rank pretty well. (it's happened in USA Search engine in 2014)

Do you think it is possible please give me your answer, Much appreciate!

I believe they apply to every country and some times these sites get away with it but not for long google finds them and punished them sooner or later

Thanks for your response, i have one more question I had rank 50+ website on the USA google search engine, but when I have applied the same method on the Indian site it's not rank.
