Anyone know how one can go about getting such citations (see image, not your google local citations) without any access to university. Or perhaps you know someone that does this for a fee?

This looks like real scholar citations, in other words scholars referring to papers by other scholars. I doubt you can get that, as you need to be a scholar writing a real paper in order to be cited. And you cannot fake it as these are peer reviewed.

They use citeseer.

Just as websites trade links, "scholars" trade citations among themselves. It's a cancer in universities.

It's not a cancer.. it's best practice.

Why write something someone else already did?

I have the article from a real scholar, and its posted, i just need the scholar citations....
