Currently, only real reviews from real people are working, if you buy fake ones, it will be removed eventually and you will have an unsatisfied client. I won't suggest to sell fake ones again since Google is removing them constantly
 
Also I think that moving away from bulk tools and focusing on aged, localized accounts with active account behavior is the only way to keep reviews sticky.
