Google Play Store Bypass App Check?

Hi,

I have noticed many people seem to spam the app store with new apps that are crap but someway somehow they get downloaded a lot as soon as they are put on the store. I am suspecting some kind of immoral black hat thing is being done. They are either bypassing google play store ranking algorithm or something else. I tried making similar/same apps which before got downloads but now once they are approved after a few days hardly any downloads. Does anyone know what is being done? I am willing to pay.
