Use virtual addresses. No mailboxes or PO Box etc. Go to Google Maps and look up the address, how does it look? Does it look legit? Is it spammed?
Just getting approved doesn't mean it will rank. There are of course many many factors in the local search algo. Also I believe it's on about a 2-3 month refresh. For future set-ups, get citations first, then set up your google listing. When you set up a new listing G scrapes for existing citations so it will speed things along.
