Too Much of 404 redirects and 301 redirects can cause google penalty?

If you are redirecting old pages to relevant new pages then it is not a problem.
 
we have removed the page and 301 redirect to the home page and what about 404
 
It depends. If it's pages that never existed, it's not a problem. If a lot of content of your website dissepears, it could be a problem.
 
A Google penalty means your site is either no longer listed on search results, or that your ranking for your targeted keywords has dropped dramatically. When your site gets a Google penalty, your target audience can't find you. And when you are invisible to your target audience, your traffic, and ultimately revenue, drops.

I've safely redirected all 404's to home page, on many sites and so far nothing has happened.

Its fine it think, but always redirecting to the home page is not a good practice. If you are not sure about the matching pages then you can use the home page, but before applying 301 redirects there are so many things which should be considered. Like how important are the pages which are redirecting, then check the backlink profile if it's not good for the specific page then redirect them to some less important page like contact us or faqs or something like that. Because it can harm your home rankings.

If that was a thing you could refspam infinite non-existing pages to trigger mass 404 as a negative technique.

So I would say no.
 
There is no penalty for returning too many 404 errors without redirects. If Googlebot finds a page that returns a 404, that page will be removed from Google’s index; it can be reactivated later and will be recrawled.
 
If i hold duplicate pages like xyz com/abc and xyz com:9000/abc with same title description content both are indexed then there is a chance of fall in ranking
