Your ad is on hidden review , it will show active, but it won't deliver you need to wait until the review completes

Check status next to keywords, if it shows "we can't determine why your ads are not showing", means you triggered review, and your account is very likely to get banned

This also happens when you make changes on a new account under the 7 days time frame,
For AdWords ,
Especially for 24_48 hours review account, all changes should be made in the first 8 hours and never changed again until , payment after 3 days or next 7 days without payment,
There is a 3 days review and a 6th to 7th day system reviews
