Haven't they always done this? I thought they allowed adwords advertisers to place adult ads on but you couldn't promote adsense on an adult site. I could be thinking of a different advertiser but I thought that was how they did it.

Google's customer is the customer. You think Google cares about the 0.0000001% ad revenue that comes from porn sites? No.
Google wants customers (the searchers, not the companies) to get what they are searching for. So if you type "free sex dating site," and there are advertisers, they will show you that because it's relevant. No new opportunities here.
